 A native of Cecil County, Sandra began her professional career as a land use planner for Cecil County Government, but eventually moved to the nonprofit sector as a land protection specialist with the Eastern Shore Land Conservancy. In 2013, Sandra returned to public service as the Town Manager for the Town of Chesapeake City and in 2018 she made her way back to Cecil County Government in her current role. Sandra is presently a board member of the Elkton Alliance and serves on the North East Economic Development Commission.

Rebecca serves as the Deputy Director of the Cecil County Office of Economic Development, bringing a collaborative spirit to her work that supports strategic planning, policy development, staff mentorship, and the advancement of business attraction, retention, and redevelopment initiatives. With over 20 years of experience in economic development, community building, and nonprofit leadership, she is passionate about creating thoughtful strategies and partnerships that strengthen both the local economy and the quality of life for our residents. A longtime advocate for Maryland’s Upper Shore, Rebecca is known for building systems and resources that help businesses and communities thrive.

As part of the Office of Economic Development, Sandy Turner has served as Tourism Manager for 22 years.   She’s a past Chair of Maryland Tourism Coalition, and MD Destination Marketing Organizations, and served as Vice Chair of the Maryland Sportsmen’s Marketing Initiative. Sandy currently serves as a Commissioner on the Maryland State Park Advisory Commission. During her years with the tourism office, Cecil County Tourism has received awards such as Maryland’s Best Visitor Guide, Tourism Product, Best Event (medium size), Best Printed Promotional Material, and more.  In addition, Ms. Turner received Maryland’s Tourism Person of the Year award.

Jake grew up in Hershey, Pennsylvania before moving to Cecil County to attend Wilmington University where he earned a Bachelor of Science in Marketing. He is currently pursuing his MBA from Wilmington University and is expected to graduate in 2025. Jake worked as an intern for Upper Shore Regional Council before joining the Cecil County Office of Economic Development
